Allow = 0

The session's tenant and data-owner user become the stream's owner, and nothing is recorded about it.

Refuse = 2

The append fails before anything is staged, naming the stream, the event type and the ways to state an owner.

Warn = 1

The session's owner is used, and a warning names the stream, the event type and the tenant taken.
